About the Trustees

Grace Vergara-Mactal, a former Kaiser hospital worker and rank-and-file member leader, brings 21 years of experience as a SEIU organizer, coordinator, Field Director and Chief of Staff. Grace’s background in organizing, member engagement and leadership development will guide the COF as it works to build a powerful and integrated membership program.

Brian Shepherd, with nearly 18 years of experience in the labor movement, has worked in several capacities – from SEIU Organizing Director to Executive Vice President for the Houston Organization of Public Employees (HOPE). Brian’s expertise with growing membership and building strong organizational structure will drive the COF’s core mission in developing a democratic, member-driven union.
